ABSTRACT: This report presents findings from a multi-phase study on the current state of Progressive Design-Build (PDB) practice. Data for the study was collected through a firm-level survey, a project-level survey, interviews with project teams on completed projects, and interviews with project teams on off-ramped projects. Overall, the findings show that PDB implementation continues to expand, is viewed positively by many industry participants, and provides a collaborative framework for aligning scope, cost, schedule, and risk. At the same time, successful implementation depends on disciplined project validation, clear project governance structures, realistic commercial structures, and early resolution of key project constraints. When these factors are present and align properly, the data shows strong and consistent performance related to project schedule as compared to other delivery models. The data also points to cost savings with PDB when benchmarked against studies on other delivery systems.
